Procurement Thresholds Increased for Tribal Governments and Other Grant Recipients

On June 20, 2018 the Office of Management and Budget issued a memorandum, M-18-18, Implementing Statutory Changes to the Micro-Purchase and the Simplified Acquisition Thresholds for Financial Assistance highlighting key procurement changes that will impact tribes. These changes will raise the threshold for micro-purchases from $3,500 to $10,000 and increase the threshold for simplified acquisitions from $100,000 to $250,000 for all recipients – including tribal governments. 


M-18-18 is a result of the National Defense Authorization Act (NDAA) of 2017 (S.2943) and the NDAA of 2018 (H.R. 2810). Tribal governments and other grant recipients of existing federal awards may immediately revise their internal procurement policies to implement the new thresholds. Further, the memo implements an approval process for certain institutions of higher education, nonprofit research organizations, and independent research institutions that want to request micro-purchase thresholds higher than $10,000.
